Do you have Latios, Jirachi and Deoxys?
Latios is very similar to Entei, Suicune, Raikou, and Latias, in that it is one of the roaming Pokémon. After you beat the Elite Four in Pokémon Ruby, you will eventually find Latios running around in the wild. If you fail to catch it quickly, it will flee. It can be tracked with the Pokédex. It is not obtainable during Sapphire in normal gameplay, but with the Eon Ticket, given out at certain Nintendo events, one can go to Southern Island and Latios will be there with a Soul Dew. He will not run away.
Jirachi is a legendary Pokémon, that, similar to Mew, Celebi, Deoxys, and Manaphy, is almost unobtainable in any of the video games normally. There are few ways to get Jirachi: GameShark SP, Pokémon Colloseum bonus disc, Pokémon Channel bonus, and Nintendo events.
Deoxys is a Pokémon, that, similar Mew, Celebi, Jirachi, and most likely Manaphy, is almost unobtainable in any of the video games normally, Deoxys is actually a virus that came to earth inside a meteor and mutated into a Pokémon when it was "exposed to a laser beam". He is only obtainable during normal gameplay in Pokémon FireRed and Pokémon LeafGreen. In Ruby and Sapphire, he assumes his Normal Form. In FireRed, he assumes his Attack Form. In LeafGreen, he assumes his Defense Form. In Emerald, he assumes his Speed Form.

In order to catch the other 1,2,3,4,5,6,7,8,9 around 9 othwer legendary pokemon, ( Moltres, Zapdos, Articuno, Suicune, Entei, Raikou, Lugia, Ho-oh, rr, rs, ri, ky, ra, la, Latios, and grou doun so there are 10 you dont have) you need to trade with other versions, or get a gameshark.
