If you are looking for a simple answer, the FX5200 is better because it supports DirectX 9 where the 9250 does not (though SOME models of that card do, it does not apply to all).

If you want an answer from how powerful the cards are, I would say it does not matter when you are dealing with cards that are on the most absolute low-end you can find. The lesser of the two evils is the FX5200. But if all you have is PCI then these are pretty much your only choices

I would spend a little more and get the FX5500, http://www.newegg.com/Product/Product.asp?Item=N82E16814130255 but again, it is basically an overclocked FX5200, it's still better than going with the FX5200 or 9250. I should also note that the FX series was not nVidias best attempt at a graphics card, during this time, ATi had much better cards than nVidia.

The FX series is two generations behind now. And I just came across a Geforce 6200 PCI Edition for $40, http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=2427231&CatId=319 while still far far away from the best, it is far superior to either the FX5200/5500 or 9250. Go with the 6200.
