The max number of integers that can be than 13 is 6 out of 7.

Add all six integers > 13 and the 7th integer must be negative and its absolute value 1 greater than the sum of the other six numbers.

It could be upto 6 integers to be possible for larger than 13.
The seventh one could be small enough and negative to make the total -1.
