Type of fungus. It won't hurt the tree

Most bartlett pear trees get this fungus. It will not hurt or do damage to your tree. If you like, you can gently scrape it off but not recommended, unless it gets too sightly.

Without seeing it is hard to tell, but if it is below the graft it would be succker growth and needs to be removed.
