This greatly depends on who the leaders are? Clinton paid more attention to internal politics rather than foreign policy. Ever since the end of WW II the military has called the shots for the US and the military stays out of internal affairs. They view the rest of the world as a potential enemy. If we cannot get them to align with us, then we resort to force. We have managed to bomb a country a year except for one since 1942. Until the beak up of the Soviet Union Americans had it drilled into them that USSR was the evil one who was out to destroy us. There are a number of instances of the US trying to influence other countries especially through coups because the present government was a threat to our national security. Time and again this policy has proved disastrous increasing our fear. It starts to feed on itself. Failure produces fear and the fear produces more failure. We started out with fear and failure of the Soviet Union even before the end of WW II until has been in bedded in our culture. Reagan brought this to new heights. And Bush has raised even higher to the point that it is the latter's policy to use paranoia as a political tool. The question for me why is the most powerful country in the world allow themselves to be guided by paranoia? America is not the Big Brother. It only wants to call all the shots and dictate to the world. America is actually not openly engaged in war with any country. We are just imposing our view of democracy on Iraq and Afghanistan.

All governments are interested in what other nations are up to and most have spies in the USA to try and find out what they are doing. Many nations are involved in other nations affairs. It used to be Briton interfering with other nations and even colonized many of them. France also colonized many nations as well. The USA is perceived as the strongest nation so it is the one that gets all the attention. Power seems to change locations every so often. Egypt was once the world power and there was Greece followed by the Romans and Persians. Great Britni had the seat for a long time and now it is the USA. Don't forget that the USSR also was the power nation for a time. It just may be that China will take the throne one day. India is also a candidate. No matter where you are you can look back and see that your people at one time was the one that all other nations picked on because power brings a lot of envy and hate from others. An example of such thought is Microsoft. Every time they turn around someone is suing them. Most are invalid and it is true some are. It is their position in the software market that makes so many envious.

Imagine yourself as a government and some of your largest corporations go to another country to obtain resources for your country by legal means (contracts, purchases, etc.)...
now imagine that the government of that country changes between the time the corporation paid for the rights to take the resource and actually getting the resource...

How many people of a country must ask for our help before we actually act to help them?... should it be just the corrupt leaders? should it be the suffering population?...
or should we just withdraw our aid to all countries and let them deal with their problems on their own?...
Some people think that by attacking the USA they can keep us from protecting our economic interests around the world but I believe that if the economy in the USA suffers the the economy in the whole world will suffer.

It a lot easier. With a foreign country, you can just deploy the military, rip down the old order and recreate it the way you want it. You don't need to worry about whether those people will reelect you or other members of your party. At home, you can't just use the military to accomplish what you want, or you'll have a civil war at hand. You can't just rule by decree and do what you want, because you always have to worry about you or your party members staying in power.
