the water around us contains dissolved oxygen and the fish gills are specially adapted to extract the oxygen from the water. Also the percentage of oxygen in the water that is dissolved isn't as much as the air so the fishes have to swim around to keep water with a high enough % of oxygen going through their gills so they don't suffocate.
