The best person gets the job, in world or Olympic events the competitors must be born in the country they compete in, but the football leagues can do as they wish, they're a leisurely sport.
England will still be England, even with less English people in it. We have our culture and it will still be there, people aren't going to drop it any time soon.

You can thank the Tories for de-nationalising the bl**dy country then. We used to own the electricity, gas, water, postal service etc etc. We paid to set all of that up. Now its too expensive to buy it back and rich people don't want to pay tax so more gets sold off.
