If I remember correctly, the Sims begin wearing their fancy outfits when they get really good jobs.

If you buy a dresser, you can change into the formal outfits. It's just for fun, like if you "have a party" or go to town and want to look spiffy.
People that do camera work and make stories, usually keep a selection of costumes handy for different parts of the camera shoots.

If you have your sims get married using the wedding arch, all the sims attending the wedding will change into their formal wear for the wedding.
