In theory, any restriction in the exhaust, be it a failed catalytic converter or a kinked pipe can cause the gasket to fail. But other problems arise LONG before that occurs.
The most noticeable sign of a failed catalytic converter is usually a pronounced loss of power when warmed up.
After it warms up, along with the marked loss of power the car sounds like a Hoover vacuum cleaner.
If you keep having to replace the exhaust pipe donut, the cause is going to be
1) Improper installation
2) Incorrect pipe alignment
3) Defective mating surfaces of pipe and manifold.
If your donut is the packing type, sometimes you can help the installation by applying a bit of Anti-Seize on the mating faces of the pipe and manifold to assist with mating alignment.
In addition, when you reassemble the system, loosen all of the exhaust system hangers (but don't remove them) so that you can reposition the pipe(s) as needed for correct alignment.

Is it catalytic converter, and yes if it is clogged/damaged it will cause a seal failure, you can remove cat' and replace with a straight pipe, will enhance performance as well.

not necesserely. Those donuts just go bad after a while of high temps and changes.

yes.any restriction in your exhaust system causes too much back-pressure resulting in poor performance,blown gaskets,over-heating etc....
