Give her a compliment that is completely genuine and original. Make sure not to give any of the simple, corny compliments such as something she always hears. It should be a compliment from your heart, and you should really mean it when you say it. So don't ask us what a perfect compliment is to pay to a women. You already know deep inside, look into her and all the answers are there. And when the women see how thoughtful, original and real your compliment is she will crave for more of you. That's the best compliment you can ever give!

As Pastor Sauce more or less implies it has to be appropriate to the woman.
A compliment that stands out and is special is one that is unusual and can be remembered by the person complimented. Compliments regularly heard will not be remembered.
Complements that show you know something that she is or has done that other people missed, be observant and find something
Make the complement genuine though, like appreciating a work of art or a far off famous figure, give it without expecting something back. Many people can see through compliments that are designed to get the giver somewhere.

This whole area is very tricky.
First though, your question tells us nothing about your relationship with the woman who you want to compliment, so I have assumed that the issue is how to compliment women who you have just met or do not know.
Now being attractive women, they going to be well used to compliments from people. 20 times a night guys and some girls will tell them they look wonderful. No doubt you will think up a great compliment, and give it to them, but consider the consequences.
They will feel good because your compliment will have reinforced they belief in her feminine powers. They know they are attractive, and a nice word from you just adds to that buzz.
But they will find you less attractive. Why? Because attractive women think differently from you and I. They are not interested in something that have not earned. Unless she has earned the compliment through some act of kindness or wit or something to do with her personality, she will think you are just saying it because you want to sleep with her. And all the guys and some women want to sleep with her, they all want something from her. Without her earning the compliment, you are just another person who wants something.
So you have to wait until you have spent enough time with her to be able to make a compliment that is specific to her. For example if she is funny say that she has a good sense of humour.
And you need to say it in a way that relieves the tension that it will create.
For example, follow it up with "Too bad we will never work out. I have taken a vow of abstinence."
This way she will think you appreciate a unique part of her, her sense of humour, that she has developed. But also you are playfully rejecting her, turning a heavy compliment into a light and playful flirtation.
Suddenly the tables are turned, and she wants to know why you do not seem to want anything from her and why you have taken this vow. Thus she is led into a new frame of thinking: she wants to know more about you. Right where you want her, chasing you.
In summary: when you compliment make it specific to her, be indirect about your intentions, and never be needy.

Stare into her eyes with genuine fascination for a long while with a look of sublime contentment on your face. When she asks why you are doing it tell her that her eyes are beautiful and they are the windows to her soul.
If you really mean it then it will work, if you are faking it she will know you are a bullshitter.
