The foundations are still there and the kitchen is in tact but no floors through the rest of the house upstairs and damaged roof. What needs to be done first etc??

I am retired Fire Restoration Contractor, 1. Remove all debri. Rebuild the floor- or floors, and walls, then the Roof- after all is rebuilt, and sheetrock removed, Back spray all framing with oil base pain to kill any smoke odor, then finish as any new construction would be. Check behind the Cabinets for smoke, remove and reset them.
Don't forget to shore up anything over head, if your rebuilding walls.

If it is your house that has been burnt down then I assume that it is insured. That way you put the package out to tender with three or four building companies and they will do the rest.
If it is a house that you are considering buying, then I assume that you have the money to pay cash (as you wouldn't get a mortgage on in). So, you still put the package out to tender to local builders.
If you are asking the question, you do not have the skills to do it yourself.

In most cases it needs to be torn down. This is a job for a professional

Sometimes it is easier to tear it down to the foundation and rebuild it.

for safety reasons you are better off to start at ground level the heat has weakened the foundation

first go to dump and scavenge for burnt wood .or not burnt wood .thats better .
