I have sent my son who was in the military about 10,000 before and never had a problem. I have also wired money of several thousand to varoius nations all over the world for church activities

Customs allows the amount of the money to be sent to Germany.
USD1,000 is generally allowed to most countries and maybe applicable in Germany.
