if the pokemon is able to naturally learn the move, such as nincada at level 45 or trapinch at level 41, then yes, a level 50 nincada could be taught a different move, and then there is a way to get your move back, as long as you haven't evolved to a form that can't learn dig (such as ninjask or vibrava, neither of whom can learn dig naturally)

with a heart scale, go to the house to the left of the pokemon contest in the city between meteorite falls and that ash-grass area. he'll reteach moves. (this is in ruby/sapphire/emerald. i think fire/leaf needs to go to ONE island, or possibly TWO. been a long time, but it's one of the islands)

he is also useful for when you evolve, and the evolution has moves it can learn earlier than the level it evolved on. this is the only way certain forms can get certain moves.

one of these teachers is also in fire/leaf, but accepts two small mushrooms, or 1 big mushroom, for the same service.

heart scales are commonly equipped on wild luvdiscs, while paras and parasect may hold mushrooms

in simple terms %. whichever strikes you think of is optimal, seem for many effective strikes, ifthere compatable with them then there you pass :) yet for camerupt get earthquake and gravler get rock throw.
