This depends on wether you will be the one who codes the client. If it is you can use TCP/IP sockets to communicate with your own protocol and obtain same results. If you aren't going to code the client you can make a Web application using JSP so any OS having a recent browser can use your application; also you can create a web service with JSP so other platforms and OSes can access the servers functionality through SOAP (XML+RPC).

Because it is a Server program it is executed on the Server machine.
The operating system of the client does not matter.
