Presume and assume can be synonyms from the point of view that they both can mean "to take for granted something is true, to suppose".
However, assume can also mean to take the position of, as in to assume command.
Taking the first definition a bit further, presume can also mean to suppose something based on a related piece of evidence, or otherwise to suppose something is true when there is no evidence to the contrary (presumed innocent until proven guilty).

Pre means before (roughly) and so presume means that you take something as being true before you have the facts You assume something to be true without any facts at the time This is how I would use them even if it's not correct

when you assume something. it may not be true, and is usually based on ideas. when you presume something, it's usually something based on what you've been told. an assumption is a thought and a presumption is factual. you can't presume something without having a prior assumption.

I ASSUME YOU MEANT PRESUME. OR DO I PRESUME, YOU MEANT ASSUME. I AM UNDER THE ASSUMPTION, THAT YOU PRESUME TO ASSUME THAT THIS IS SO. IF NOT, I ASSUME ALL IS WELL - OR IS THAT JUST A PRESUMPTION. I WILL ASSUME THAT, UNLESS I HEAR TO THE CONTRARY FROM YOU. A REPLY WILL BE EXPECTED IN 2 DAYS OR 2 WEEKS, WHICJEVER COMES FIRST. I ASSUME THIS IS CORRECT.

The meaning is the same. However, there are also other meanings for "assume" such as assuming responsibility for something.
But I believe in the context you are asking, the meaning is identical.
