most people who are blind right from birth have their eyelids partly open and their pupil directly looking at 45 degree angle when awake any time when they are awake--night or day.

Lack of use of the superior muscles of the eye. These are the muscles that pull the eye downward. Blind people do not need to look down to read or at the food on their plate, but will look up to someone that is speaking to them therefore using the inferior muscles. As far as the lids are concerned it could be a shielding mechanism, we blink when something is coming at us a blind person has not clue therefore it is the brains way of protection. Another theory is that they really do not need to have their eyes wide open such as for driving making the lid muscles weak

Maybe thats the normal rest position for human eyes.Because the eyes of the blind are not in use,so they rest and give an apparent 45' look. Moving the pupils changes nothing for them.As we,the visioned use them, so they are moving and do not look 45' but when asleep.You should have noticed that our eyes look the same when we sleep.
But Kailash, how did you measure the angle?(45' angle)

This because there is defect in retina so image of the object cannot be formed but light is entering through the cornea.

May be because, they try to see the light. The light is always coming from above their head.
