I am going to go with "a" being false.

b. I think the Founding Fathers placed the checks & balances in the Constitution along with the power to impeach because they believed human virtue could fail.

c. While powers not mentioned in the Constitution were to remain with the states, sovereignty was concentrated in the federal government when it came to dealing with other countries. Example: States did not have the right to make treaties with foriegn nations...therefore, states are not sovereign under the Constitution.

d. State law can not supercede federal law. State laws can be challeneged in Federal Court...all the way up to the US Supreme Court.
