I am aware that you cannot mix colours to make a primary colour. I wish to know how and what is used to make the pigment of primary colours. How does a manufacturer make these colours?

Primary paint colours are made from single pigments - therefore they cannot be made by mixing two other pigments. If you're using a good quality paint, look on the label and you'll see the actual pigment being used - it's generally a single element such as Cobalt, Cadmium, Aluminum, etc.

Primary colors are not mixed from other colors, that is why they are called primary ( basic). They come from basic materials , like metals, or minerals. Cadmium, zinc, etc
