There is one solution, working for every country, not only for India: good people enter the political system and change it from inside.
If you care about your county and it future, enter politics! Start from below, at regional level and go up the ladder. Fight corruption from inside, without becoming corrupted by yourself.
In other word, show to the people the way, show to the people not every politician is a crook. And they will follow you!

Teach the illiterate and less educated people about their rights. Once people gets full information about their rights and the means to protect their rights....then automatically...corrupt politicans would cease to exist....
