Japan by far.
In traditional animation, they are still far ahead of the USA in quality- but of course in the USA animation spent many years considered as a medium strictly for kids, unlike Japan which simply used it for all sorts of material. So you'd get high-quality drama, comedy, horror & sci-fi films from Japan which just happened to be animated, while we'd only get Saturday morning crap here that barely had a storyline & looked awful.
With the advent of CGI the USA has jumped into the lead, at least in that specific arena of animation. Films like Shrek, Finding Nemo & the Incredibles - spectacular stuff. But in terms of total volume, we're far behind.

AS you can see, Japan really is your answer but if there is another country out there that can beat Japan in terms of production of animes, I'll kill myself. Nothing beats the original.
