seems they charge to take away electronics...there has to be a better way...does anyone know a way around it?

If you leave it somewhere, it is illegal in Japan today.

Today TV has to be discarded abide by the municipal bylaw, Especially LCD TV.
Let your Japanese friend to check the local office 役所.
About CRT display TV, probably you have to pay 3,150 yen at LEAST. Recycle charge is necesarry and mentioned in the ordinance .

If you have a chance to buy new TV, you can ask the shop the way to dispose obsolete TV. The charge to dispose is included in the price of new TV though...

I also wondered how to get rid of my old TV that had finally broken after used 15 years (at free of charge). In my case, I just gave the TV to a private junk dealer which which had been patrolling a street by small autotruck at that time to collect free old electronic goods including completely broken TV.

Look for a recycle center. Usually, they accept everything. You can take bottles, cans, furniture, and clothes. So I would guess tvs are ok. But call them first to confirm. And they may even pay you, but don't count on it.
