depends if you are a romantic one or not !
You can take her to eat somewere special with candle light, and surprise her with two presents instead of one!
If she likes very much the company of her friends, tell them they are not coming and let them wait for her at the restourant.
If you have an apartment where you can go, i think it will be better than a restourant. Prepare some nice atmosphere and take her there without letting her know that its all about her. But it all depends on her character.
If she likes to party, tell most of her and your friends to wait for you at a club and you pretend you are going you and her by your selves.
By the way be creative in the present you chose. I don't know your aim, but try to make her a lot of surprises. For example give her a handbag with a necklace you yourself chosen and put it in it. Or the same nacklace round a teddy bear. You can put everything in a handbag, some tips would be an mp3 player, perfume, clothes, vouchers, sunglases, CDs,... whatever she likes.
Yu can also make her a surprise party. Most of us like surprises as all the tips I indicated you. Let many of your friends meet at someone's home or garage, create some music and decorations, tell everyone to bring her a present, even if small and buy some drinks and food stuffs if youd like. But dont forget the birthday cake. Then tell her that you are passing by to see who lives in this house, or if it is your house that you forgot something and when she comes in switch on all the lights and so on you know (party poppers) . If you want you can tell her best friend to go with her to this place and you waith for her there....

You definitely should have started planning before now. I'd have to know more about her for a good answer. A very expensive dinner, roses and chocolates are always nice. Possibly a proposal? Just do something wonderful that you know she'll enjoy.

Chocolates? Roses? This isn't the 1950s Pleasantville...
I'd say give her diamonds or just cash, and lots of it. Then take her skydiving, parachuting, etc....something extremely memorable.
Or take her horsebackriding on a beach. Things like that.

my husband filled our room(not literally) with balloons one year, and put a dozen roses on the bed,It was so sweet. (and surprising)Just do everything you can to make her feel special all day. Don't let her forget it's her birthday.

it doesn't matter if its expensive or not. its the thought that counts. most of us like it simple yet romantic. make it special, that she wont forget about it even years have passed.
