They need a constant supply of new employees to put in the grinders to make their burgers.

Are you sure that they're not hiring? Have you asked managers at locations you've encountered this? Inexperienced managers and employees may offer that as an excuse if they are not impressed with an applicant when he or she walks in. However, it is illegal to refuse to provide the opportunity for someone to APPLY for a position, whether there are any open positions or not. If you ask for an application they should give you one.

Are you applying for jobs and being told there are no positions? Are you being denied an application? Are you getting interviews and then being told there aren't any openings? Each of these situations might point to a different reason one might hear that phrase--"sorry, we're not hiring right now."

Always make sure you're well-dressed, neatly groomed, etc. when you are job-hunting. From the moment you walk into a restaurant you are under scrutiny. (Trust me; I hired employees for a retailer. Oh, and by the way, busy managers ask their trusted employees to help them screen applicants! So don't discount the "counter help"!)

If a company is actually NOT hiring, they shouldn't advertise that they are--it just doesn't make sense. But some companies, like fast food restaurants, have high employee turnover and may need to recruit new employees nearly year-round. Perhaps they think it's easier to leave the "now hiring" signs up for those 4 or 5 weeks out of the year when they actually aren't hiring. In these situations, though, if you do apply in a week they don't have an open position, it usually isn't long before the managers are perusing the "open applications" file for the next round of interviews.

you actually take your resume, walk in and ask to communicate to the authorities. be prepared nonetheless. some places ought to interview you instant!!! be well mannered and nicely dressed. make a good first impact.

bc the are desperate for help, and when they think they have enough, then someone quits bc its a terrible job, so they need more, so they probably just go thru old applications...

they don't advertize just go and fill out an application at store or on line

usually to pool resumes so when they do need people, they have a whole stack of names to call.
