The answer is:

16 / pi = 5.09295818

16 over pie will be putting number candles that read 1 6 over an apple pie :) or perhaps a flash card that says "16"

there is no such thing as "16/pie" (prehaps you mean put a number 16 above a pie"?)
But there is "16/pi", and the person above me has answered that question, lol
