Since Baja California is actually in Mexico, you will need visas and passports and proof of applications for permanent citizenship.

well depends on your citizenship. you might need a visa or not. are you a dual citizen or what?, your skills?, you want to study here?it can be pretty hard if you don't have $$$$$ or education or family.
