Well Mario paints the wall in one our and Oscar helping him in the first hour so Oscars just overlapping the paint so it really took 1 hour to paint the wall

1hour. 1 hour is the shortest time. Mario did it in one hour. Even if Oscar put a swipe of paint on the wall he still considered painting it also.
There is probably a math formula but, common sense could avail over the math formula..

If they each do half it will take them one hour to complete.
However, if they just both keep working, starting from opposite ends and don't stop until they meet (imagine lady and the tramp eating the spagehitti only one eats twice as fast) - then it would take less than 41 minutes.
