Sure , some products and small companies use specific ways to target their clients.
A new campaign of Mercedes Benz is only focused in their potential clients, by a snob magazine.
Or small business use flyer's to attract their clients. Also depends on their budget.
The second question, it's a bad idea make an annoying ad (pop-up, bunch of flyer's, plain TV spots etc), and some costumers will feel irritated and sue you.

Advertisment nowadays, only targets the " I am in confusion?!" part of your brain, that makes you think and rethink of what you just read, seen or heard advertised that you would actually go and buy the product just for the sake of your own curiosity and most of the time you don't even need it!
There are some smart ads that say what the product is and you feel smart and satisfied spending on them. But other ads are just horrible but tickle our brains so much you'd rush to buy!

Personally, I dont understand why women-concerned-products (pads, tampons..etc) are heavily advertised on national TV, i think its just private and we should give that respect to women and their anatomy.

P.S: Now I came to know how "Always" -brand- pad gets its "wings".. Its from RedBull!

Advertising can be informative, ie teaching consumers new ways of using their products or giving some background on how is is made etc.
Advertising can also be used for branding, creating brand awareness and instilling the snob value in its brand.
Well, in my opinion, advertising is a necessary evil. Not all ads are going to be good for you but some are.
