Croatia is more diverse - you can spend months there and still have plenty to see (been there this year and couldn't get enough of the place and I haven't even seen the coast!). Netherlands is cool, but besides Amsterdam everything else looks kind of the same. Croatia is also much cheaper, it's great place for shopping (at least Zagreb, where I've been) and it's safer.

It depends what you are looking for. Croatia is more difficult to travel around. The Netherlands have great public transport, a lot of fun stuf to do and great relaxed culture. If you can stand the freedom of spirit there, go for it!

Both are nice, although very different. However, Greece is even better.
