There are both explanations, usually when it's the chariot he's called Thor, but when it's his anvil and hammer he's usually called Donner. (They are the same god with a different name)

Thor, Thunar or Donner was the god of thunder in Viking, German and Scandanavian cultures. He had several means of causing thunder. One was his chariot. Another was throwing his hammer Mjolnor at giants. It flashing in the air was lightning. Then, it hit a Frost Giant of Jotunheim and caused thunder. He wasn't a smith, so he didn't strike anvils. The Dwarves were the master smiths. Sindri gave Mjolnor to Thor and other gifts to other gods.
