I heard Francesco Totto speak in an interview and he also said that Juventus got a harsh punishment.
Why has Juventus dropped the court appeal?

Because they had few chances to win that appeal. In fact if they eventually would win, the Serie A would be postponed, maybe the judgment would start from the beginning and that would block the Championship for a long time, causing a very chaotic situation with the start of the Champions League, International matches etc. On the other hand if they lost that appeal they could get an even more severe punishment, from -17 to -20 points of penalization at least. Now they've got the chance to play the Serie B with no points or a few points of penalization only. They didn't drop the appeal, they just dropped the appeal in the ordinary court but they are still continuing the appeal to a sportive court called 'L`arbitratto del Coni'. This way they could get the reduction of points. I think it is the best thing to do. Think about it, if Juve starts the Serie A with e.g -30 points and remember they have lost some very important players, they risk to be relegated next year to the Serie B. It's better they do the Serie B now, next year they'll come back to the major league, create a competitive team and have the chance to win the 'Scudetto'. This year it's quiet impossible.

The reason they dropped the appeal was that their sentence was already reduced once from serie B -30 to serie B-17. This caused the season to be delayed 2 weeks. It was also mentioned by Fifa or one of soccer's other governing bodies (UEFA or Champions) that if Juventus didn't stop appeals and abide by the courts decision that Italy and her teams should not be allowed to participate in international play. The court responded to this by saying if Juve didn't comply they were going to knock them down to serie C1 and - points if they lost the appeal.

They had little chance of getting anything out of it.
Its better for them to focus and just try to get results on the pitch and get back to the top flight.
What Juve got was kinda harsh on the players and fans, if it really was just the GM involved.

I don't know. But, I can tell you that it's difficult to accept it and it's more difficult to hear people insulting Juve and making sarcastic remarks about it.
