Many online dictionary websites showed this definition:
To choose; to wish for; to desire.
But I would like to know specific meaning of the word 'optate'; in above definition, I have three choices for its meaning, not a one specific meaning.

The word doesn't appear in the American Heritage Dictionary. However, optative does. Optative has many meanings. I suggest you find a better dictionary. Try the public library for the definitions. It's only a phone call away.

I'm glad you asked this question, because I'm a well-educated native speaker of English and I've never even heard of this word, so you've helped broaden MY vocabulary.

When I looked it up in the dictionary, it seemed to be referring most heavily to the sense of wishing. (By the way, this word isn't commonly used. If you're writing a composition, I'd suggest using a synonym which is a more natural choice of a word for you than "optate".)
