The late J.D. Sumner had the lowest singing voice and was in the Guinness Book of World Records I believe. He was a gospel singer with The Stamps, Blackwood Brothers, and was also a backup singer for Elvis Presley. The lowest voice still living would probably be Richard Sterban of The Oak Ridge Boys who, ironically, was also a singer with Elvis Presley.

Well, Barry White has quite a low voice, but you usually find the lowest voices in classical circles. Your Russian Basso Profundos are famous for sometimes being able to produce pedal tones down to C1-G1, believe it or not. Very incredible.
