it seems harder to fret than to strum so why do it with the less dominant hand?

You mean how come we have to fret the notes with our left hand and strum with our right hand? It's easier for your dominant hand to do the difficult and speedy strumming while the other holds down the strings. Of course, there's legato playing where you don't use your picking hand at all, but I think it just feels more natural and comfortable to strum with whatever hand is your dominant hand.

You play with BOTH hands. One picks or strums or whatever, the other shapes the notes. Usually you fret with your weaker hand and strum/pick with your dominant hand, but you can play however you choose. When I play I switch hands sometimes for effect...
