You probably just locked your tool bar. Right click on tool bar and go down to where it says lock tool bar, uncheck it.
then you should see and arrow which allows to extend the tool bar, bring it down.
the back and forward arrows should be back.

Click on View menu, Toolbars, Standard Buttons

if you are using internet explorer, go to view, then toolbars, then customize.
look for the forward and back arrows and add them to the current toolbar buttons

right click your toolbar and make sure "standard buttons" is checked.

If it's MSWindows**...reinstall operatig system.
