Yeah, it's a primer used before the application of a product called POR 15.

Even better is a product that turns rust chemically into a workable material. I would say back into a metal, but I'm not sure that is correct. I actually saw some for sale at Wally World today.

there's actually a spray on stripper that you can out on it,,but it doesn't leave it ready to primer,,no such chemical exist,,i own a repair and restoration shop,,and if it existed id be using it,,but there is one that will help strip the paint off of It,,but you still have to clean and sand it,,and prime it,,before you can paint over it,,good luck with it,,i hope this help,s.

Why do all that when you can just spray plain old primer that you can buy at Kmart or an auto parts stores and spray the primer over the paint and just repaint it without taking off the paint.
