Because rehabilitation doesn't work and never did. It's an outdated concept left over from the 70's.

Prison gets the criminal off of the street for a while, but is basically warehousing, with some deterrence factor. Mostly we do it because society demands retribution for crimes.

If you are scheming to commit crimes, there is a good chance that the same scheming mind would abuse this rehabilitation by saying and doing what was asked and expected of them. A few would actually benefit, but many would be returned to society with a good sense of how to play the game and remain incorrigible.

Rehabilitation is fine as long as it takes place in a prison and you can guarantee me that the criminal isn't going to relapse. I'm tired of being victimized.

Simply stated there people who are a danger to society and at no level will ever be rehabilitated.

They need to be in that controlled environment so the harm they do to others is a minimum and they are in the setting where if they do hurt others they will be caught right away and punished accordingly where as if they were in the general population they may never be caught.

I believe however naive you want to call me that there is a bit of good in everyone, but it is not up to the cost of the general public to find that.

It isn't, necessarily, but rehabilitation often is ineffective and the only way to keep society safe from a perpetrator (particularly a habitual one) is to keep him locked up.
