In many areas, there is a device built into the stoplights that is sensitive to flashing lights, like you would find on an emergency vehicle. I have heard about, but not seen a device availabe for sale on the internet that blinks a pattern sufficient to make the light cycle green.

Needless to say, the use of such devices is probably illegal.

Most likely no, not with the way most traffic lights operate (as the backlight your laptop does not produce enough light). The only way that I know how to do it is illegal -- and most of those devices are sold on ebay and usually for around $300.

I know they were able to in the movie The Italian Job. If streetlights are monitored by computers then in theory it would be possible with the right access.
