Yellow jackets are not bees, they are wasps.
Garbage, which is plentiful in urban areas will attract wasps and other insects for that matter. I am certain that is not the only answer, but it is the only one I can think of right now.

Yellow jackets are more or less scavengers. They have a more accessible food source in urban areas.
