I'd say it's tangible. It's the actual tools and processes which a civilization utilizes. Even if a given individual has no comprehension of the underlying principles or barely understands the basic operation- as long as the items work, that defines the technology. The accumulated knowledge which led to those developments is something else.

Technology is very tangible otherwise it wud not work. Unless u can feel what u are using , u will never be able to use it for any purpose.
The development of Science and Engineering to improve or discover new items that makes life easier is what I would call technology.
