7 = (sqrt 9)! - 9/9
8 = 9 - 9/9
9 = 9 * 9 / 9
10 = 9 + 9/9
11 = 99/9
12 = sqrt (9 * 9) + sqrt 9

I assume you mean that you can only use three 9's and no other numbers.... Just using trial and error...

99/9 = 11

(9/9)*9 = 9

(9 + 9) / 9 = 2

9 + 9 - 9 = 9 (already have 9 from above)

sqrt(9) + 9 + 9 = 3 + 18 = 21

sqrt(9) + sqrt(9) + 9 = 15

(9 / sqrt(9) ) + 9 = 3 + 9 = 12

(9 / sqrt(9) ) + sqrt(9) = 3 + 3 = 6

sqrt(9) + sqrt(9) - sqrt(9) = 3 + 3 - 3 = 3

(9 + 9)/.9 = 18/.9 = 20

9/0.9 + 9 = 10 + 9 = 19

9/0.9 - 9 = 10 - 9 = 1

So far we have 1, 2, 3, 6, 9, 11, 12, 15, 19, 20, and 21.

I'm sure there are many more possibilities, and I would guess that there are ways to get all the numbers from 1 to 25, but that would take a lot of work. Good luck to you.

(9+9)/9 = 2
9-9+sqrt(9) = 3
