Depending on whom they are intended, if for little ones and the elderly (or rather those missing their teeth), puffy as they dissolve easier and are less of a choking hazard. Whereas, if for anyone with the majority of their teeth crunchy will satisfy a craving for saltiness and crunchiness! :) (Puffy ones are softer)
