definitely, because there are two heads there are two brains and thus two different personailities. there is precedence for this from the siamese twins of humans who always have separate names (witness Chang and Eng the original siamese twins). you've piqued my interest, and I'm wondering what kind of pet you have. two headed turtle comes to mind, I don't know why...

Since animals with 2 separate heads have a brain in each one, the pet would respond, so yes, why not? All animals respond to humans though it is not by talking. Some animals with 2 heads can live a long life too. We had a 2 headed, red-eared slider at the St. Louis Zoo that was found in the Ozarks and it lived a long time.
