So, i checked in my APA publication manual, 5th edition, and tere are no guidelines for style of an outline. My guess is that is becuase the APA guidelines are for publishing works, and outlines are not published as part of an article.
But, generally, outlines begin with large headings with roman numerals, then level two headings with letters, then level three headings with lower-case numbers.
An example:
