Does anyone know a place online, or in Arizona, that I can get plain colored tote bags for cheap and/or in bulk?

Ebay has sellers that sell canvas tote bags in a variety of colors and in large lots. They average a little over a dollar a bag in a lot of 12 and if you want a large lot,say 144, they are under a dollar a piece.

Thrift store always have the cutest ones! They are not that expensive either. Also, the cheapest would be target, they are a little plain but you can decorate it yourself like get a tan one and paint it or tie a scarf around it to make it looks cute.

I don't know if you have one near-by, but Wal-mart sells them in their crafts dept. Also Michael's craft store.
