I think any "voiceless letter" would be hard to describe.
Most sounds would be easy, since sounds are caused from vibrations that a deaf person could easily feel. For example, turn the music up loud and put your hand on the speaker. Or, make a "p" or "m" sound with your mouth and deaf person would be able to feel the vibrations on their lips.
The hard sounds would be the letter "h" because it produces very little vibration.

-the sound of rain falling on a roof. they never heard the beat of a drum, and the softness of water makes them think that it wouldn't be such a hard sound.
