Because once you start with escalating the hero's powers, you have to escalate the villains, too. Stopping bank robbers just doesn't sell comics any more. And if the villains were less one-dimensional in terms of their personalities, they might take over the title...!

As far as I know Joker is the only comic book VILLAIN that ever had a comic with his name on the front cover. Not even Lex Luthor had that distinction!

Which villains would you want to see being given their own series...?

I hardly think most of the major comic book villains are simply one dimensional. I’ll admit there are some bad villains, but most of them are much more than just people who want to “blow up the world”. A lot of villains are meant to be used as a foil for the particular hero and often as a dark reflection of the hero himself. If you look at Magneto and Professor X you’ll find two like minded people who have the same goal, a better world for mutants. However both of these characters try to obtain their goals through different and similar methods. Professor X formed a group of mutants to protect humanity while Magneto formed the Brotherhood of Evil Mutants to attack humanity. Both leaders formed a power group of mutant warriors to fight for their ideals, but they still differ in that the X-Men try to save the lives of humans while the Brotherhood tries to destroy them.

I say if you don't like the villians in the books your reading then find something new or look at some of the classic stories you can find in a bookstore.
