I can't get the drawing to stay together.

Description is 3 carbons in a chain.
first carbon has 3 hydrogens
second has 2 hydrogens
third has double bonded oxygen and single bonded oxygen with a minus charge left by the departed hydrogen which would be there if it was propionic acid instead of propionate ion.

yes i can, but you should be able to do it yourself. break it down prop- that's 3 carbons. now you just need to figure out what -ate means...
