The letter must be signature verifed and the press seal affixed to letter. I went to my bank in Brooklyn, new york and they just stamped the letter with a bank stamp which is unacceptable/

That's not good enough. Call your bank back and ask them if they have a Notary Public. This person has the seal you are looking for. If you bank doesn't have one, find another one or go to your country clerk's office.

Contact your town hall, or city hall, you need to have the letter notarized, which means you have to take the letter to a notary public and they can witness you sign the letter and then they stamp it with a special seal which embosses the symbol into the paper. The city hall may have a notary public in one of their offices, or they will be able to tell you where to find one. Good luck and have a good night!
