I have shut down the braker and set the pressure to 28 psi on the tank.
Pressure when the pump runs is at 60 on the tank gage
pump kicks on at 40 but there is vary little pressure and water only
comes out at a trickel.

My tank has water.
I get full pressure from the drain at bottom of tank but not to fixtures.
Well and pump are less than 1.5 years old
air charge to tank is 28 psi

Had New Water softener System puy in about a month ago and the rust clearing plugged up the filters bad!

The pressure on the tank should be 2 to 3 psi below cut in while the tank is empty. In your case that means 37 to 38 psi with an empty tank. Drain the system and make sure there is absolutly no water in the tank. Then adjust pressure and refill. Your problem sounds like a plugged filter or plugged aerators.

Sounds like you have a partially to mostly plugged well point. Can't know, of course, how old the well is, but if it's been there for 20 years or more, or if there's a substantial concentration of lime, calcium, in the water supply, then it's a good possibility that the screen in the point is getting plugged and not letting enough water in to supply the pump with more than a trickle. The pump will seemingly build pressure while it's running, but won't be able to pull the water up out of the ground. Best have a well person come out to test it. They'll likely hook up a pump jack, (the kind our grandparents used to have out in their barns that they had to prime each time they wanted water for the animals), and try to pump with it. If they can't get water to come up readily with that you'll know for sure that's the problem.

You say you set the preasure at 28psi?? If it sats 60 on the tank then you have 60psi and probably a clog(ie sand in filters or water softners.Just open taps from well to the last plase you have preasure.Start at tank. Does your pump run a long time to charge?(could have pumped well dry and filled tank with air)Check tub next if good then check aerators at each sink for sand clogs

Since your well is relatively new, you should consider contacting your well driller for help. If they are a good outfit like ones I have seen, they could find out where the problem is. I don't know your system, but it could be a problem with your pressure tank. Do you have a water storage tank as well? There could also be some sort of obstruction in your pipeline as well.

your tank is water logged!! in order to have pressure you need to have air on top of the water,, so the pump pushes the water against the air creating the pressure!! you need to drain all the water out of the tank,, then close all the plugs, faucets, etc,, after the tank refills and the pump shuts off try your water then bu opening a faucet!! bet you got plenty!!! unless you have a bladder in the tank,, then you need to put air in thru the air inlet vavle,, usually on top of the tank,, it looks like a bicycle tire inlet

How old is the well? Maybe the jet pump needs replaced.
