My seat (from 2003) never really locked into the shopping cart as a feature but it did sit nicely on it. It was a Graco and they still produce the same ones today.

Some stores shopping carts are different sizes so therefore your infant seat doesn't fit. At our local WalMart my infant seat would only fit in there rounded edge cart and not their square edged one........depends a lot on the cart not only the carseat.

I had my son's car seat snapped onto the shopping cart and as I walked to my car through the bumpy parking lot, I noticed that the car seat was gradually shifting toward the side. If I hadn't noticed, it would have slid right off. So as long as it's well secured by the strap or something, I don't see a problem but make sure it's secured because it can slide sideways.

they do make those infant seats and they lock on shopping carts. I had two.

They were finding that they would get stuck on the cart. Having major issues with them.

I found one with a stroller, that comes out for use in a shopping cart at K-MART.
